I don't know about that but love to find out how the consultant in Pakistan will help.

I am not an expert and should not be even saying anything about it but most of the consultants (keyword is most not all) working in Asian countries are not certified. They might not have proper expertise and knowledge to advise clients.

Why do you say he will not be able to take IELTS?

Taking IELTS before filing the application is not necessary but if your application depends on it, it might be a good idea to appear for it. Do remember though that IELTS results are valid for 1year and CIC *may* ask you to re-appear.

For 0213 there has been a lot of debate in this forum and responsibilities vs. designation debate is ongoing, ensure your application is solid.
