I don't know where you see 'Highly Recommended', it is more" CIC recomended"
I started my job at the end of October 2013 so my NOA is only for the period of 2 months. I called Immigration and ask about sanding a copy for 2014 year after, and the answer was NO. However, they can ask for it later when processing my application.
I am saying that the T4 is highly reccomended. Not that it is mandatory. You can apply without your T4 and NOA, as long as you provide supporting documents, and then send it when requested (or if requested, it was not requested in my case)
I am giving them the best advice I can, based on having been in their exact situation. I get frustrated when people try and scare applicants by saying 'you MUST do this, or you will be rejected', as I had a lot of people try and say things like that to me, without having the background knowledge or experience to back it up. And all it caused was undue stress.
PRCanadaPR, you say you do not have either of your T4's? If you cannot get your 2013 T4 in time, i would send your last paystub for that year, and then send your most recent paystub for THIS year as well. Immigration does not expect you to have a 2014 T4 yet, as the year has not ended, and they will not be issued until January at the earliest. So I would simply explain the situation in a cover letter, and then try and get your 2013 T4 as soon as you can, so that you have it to send when they request it.
Do you mind if I ask why you do not have it yet?
