Hi there. Due to the pandemic, visa processing has slowed down. Hence "the government is in no rush to issue visas this year". Your visa app will still be processed, just at a slower pace.

Not entirely wrong, the pace at which VISA's are being issued is extremely slow since last year. Especially now that CEC applicants are being given priority for PR, everyone is rushing to get student VISA's. The challenge seems to be that IRCC does not have enough staff to handle such volumes and hence the slow pace.

Overall delays aren't bad but the underground delays are worse right now compared to 2020. At this time, Practicality still remains questionable since you need to submit a proof of a study visa before August for Fall 2021 and viz.

Most colleges and universities are focusing on domestic students rather than hooking up international students who may mostly defer their studies or withdraw. That means strict screening : delays in issue-ing LOAs in time. They don't want to waste time giving LOAs to candidates whose visas may mostly be refused i.e large study gaps, very poor percentages. If a visa is refused despite an admission officer giving seat to a healthy candidate it's a big issue for them and will never consider the candidate for a future intake.

The priority for DLIs and visa offices will always be genuine students. To escape this competitive scenario I would suggest you to apply for later intakes i.e Winter cohort to get the LOA on time. For Fall 2021, only December to January is the right time to apply.
