No update from IRCC on citizenship oath ceremony. Next steps?

Most qualification/exams are being done from home.. During the exam the use screensharing option, mic and cam to oversea exams.

Added on to the monitoring means you mentioned, the test can also simply be done orally instead. 1. Citizenship Act, Section 25 requires an Oath.
2. Citizenship Regulations reads as follows

19 (1) Subject to subsection 5(3) of the Act and section
22 of these Regulations, a person who has been granted
citizenship under subsection 5(1) of the Act shall take the
oath of citizenship by swearing or solemnly affirming it
before a citizenship judge.

(2) Unless the Minister otherwise directs, the oath of citizenship
shall be taken at a citizenship ceremony.

(3) If a person is to take the oath of citizenship at a citizenship
ceremony, a certificate of citizenship shall be forwarded
by the Registrar to a citizenship officer of the appropriate
citizenship office, who shall notify the person
of the date, time and place at which the person is to appear
before the citizenship judge to take the oath of citizenship
and receive the person’s certificate of citizenship.

Regarding taking of the Oath of Citizenship, apart from whatever is written in Citizenship Act and Regulations, the Minister IRCC has the prime "authority" to give directions, waiver, acceptation, rejection etc according to a person's particular circumstances. The Minister IRCC has powers to prescribe the forms of applications, certificates and other documents required for the purposes.

In the light of current Covid-19 pandemic, the Minister IRCC may direct to hold virtual citizenship ceremonies, which IRCC has already demonstrated for Professor Dr Ng and including other exceptional high-profile cases. It is yet unknown as to when those virtual citizenship ceremonies would be available to regular applicants awaiting for new or rescheduled citizenship ceremonies.

Granting citizenship's and PR's to thousands of awaiting applicants is NOT a priority of Canadian government at this moment amidst covid crisis. In Canada, as of today, millions are jobless, surviving on government benefits or employment insurance, very low jobs opportunities, overloaded health care, and economy is shivering and upset. In such circumstances, why should Canadian government worry about people who are impatiently and desperately waiting for a long period of time for their citizenship's and PR's ??

Based upon the leads as we all heard from CBC news and Rebel News so far, there is something going on internally within IRCC regarding the "virtual citizenship ceremonies" which are (would be) offered to specific persons on a case by case basis. When would IRCC make it available to regular applicants (routine citizenship cases), it is yet a mystery. I think, IRCC shall not officially announce it until they get a green signal from top Feds.

There are thousands of applicants who already had oath ceremonies scheduled (received official email/letter - Notice to Appear, to take the Oath of Citizenship). Unfortunately, the same got cancelled shortly after due to covid-19. At this moment, IRCC seems to prioritizing those applicants having a "pressing need" for Canadian citizenship. The rest of us should just wait, wait and wait .........!!

Assuming, IRCC will begin scheduling virtual ceremonies in this way:

Stage 1 Applicants : had received Notice to Appear-To take Oath of Citizenship + with Urgent Need
Stage 2 Applicants : had received Notice to Appear-To take Oath of Citizenship + without Urgent Need
