Yes you can. But prepare a cover letter mentioning the same that you'll be updating the documents once you receive them.

so i will send only refrence letter from my company with my application..(cover letter too)
later i will be sending T4 and NOA after i get them...

Correct. Or, if part of your experience was gained in 2012, send the 2012 T4 and NOA with your application, and
submit the 2013 one whenever you get it.
