It is only slightly different; as it stands right now an overwhelming majority of the SP's issued expire 90 days after the stated completion of study dates so in effect it ends up being the same thing.
Under the new rules, it is more clarified. So study end if when your last course ends or when you drop out of school. So this closes the loophole for those "students" who came to Canada and dropped out of school and still stayed in the country because they had valid study permits.
