This is from official 'state' site and if it's written over there that it is in response to changes to the federal govt.'s International Student Program which coming into force in JUNE 2014 then it is obvious that federal govt. has implemented some changes or going to implement some changes till JUNE 2014.

Also, for people who are wondering what are the designated institutions

According to CIC: Education is the responsibility of the provinces and territories. The educational institutions that will be designated will be determined by provincial and territorial governments in coming months.

Now, Gazette.gc.ca CAN trace back to official sources as that is what the federal government use to officially release news bulletins. CIC has now also posted the information. As far as I am concerned it is now official. Not when BC posted it. And if YOU think differently it is totally up to you. That is your right. Me, I want OFFICIAL straight from the horse's mouth source.

that dont look good to me,,,
 
Why? It is no different than today. You have 90 days to apply for your PGWP as it stands now. What's the difference?

International students who have completed their studies but hold valid study permits can remain legally in Canada until the expiration of their study permit.

this is current.... or am I missing something?

And their study permit is valid 90 days after the end of study.

A study permit becomes invalid 90 days following the completion of studies unless the foreign national also possesses a valid work permit or another authorization to remain in Canada.

ALL THE SAME now and then. ;)

the way i see and i may be completely wrong but if u finish ur studies and want to join another program then u need another study permit or u should join the next program within 90 days. we will know better once the rule r in effect.

It is only slightly different; as it stands right now an overwhelming majority of the SP's issued expire 90 days after the stated completion of study dates so in effect it ends up being the same thing.

Under the new rules, it is more clarified. So study end if when your last course ends or when you drop out of school. So this closes the loophole for those "students" who came to Canada and dropped out of school and still stayed in the country because they had valid study permits.
