No signature required on this form?

On IMM 5481 Sponsorship Evaluation, there is no signature line. Therefore, I assume this form does not need to be signed? Every other form has a signature line, so I just wanted to check.

I noticed there was no signature spot either when I double checked my application I sent this January. I signed the bottom of the second page and dated it anyway just so CIC couldn't throw it back at me for being unsigned. I haven't heard anything as yet from CIC.
