NO RPRF REFUND FROM NEW DELHI VO (CHC)

I would really appreciate if somebody can help me.

My application for PR IN Provincial Nominee was rejected in Aug,2012. after 3 weeks I received a letter that Your file for PR is refused for so and so reasons and you will get a refund of RPRF on the same address in 4 to 8 weeks. But its been 8 months no refund of RPRF has been issued yet.
I have been sending them emails on general enquiry and case specific enquiry email address but no replies. I provided them a copy of rejection letter and receipt of payment. still no answers. They dont respondto the phone calls either. CIC call center people doesn't know anything as it is out side canada VO NEW DELHI CHC.

Anyone knows What should I do now ? has anyone gone thru the same situation ever ? plz reply and thanks in advance ??? ???

So how come your timeline on the side of your post shows your application still proceeding in 2013 when you were rejected in 2012???
