Hey please help me out of this.

My last date of college is 19th sep and my agent say in case if i get rejection college will not refund the fees is it true ?
Do centennial college has such policy of not refunding fees ?

It's almost 8k €dollar.
 
Some one please help me out of this situation.

If this no refund policy is true one should not wait for visa approval.

How much do they deduct if we apply for refund ?

Listen don't worry, in my knowledge, it doesn't work like this. Every institute has it's own deadline for financial penalty and after that date only fees gets deducted for the courses enrolled in, irrespective of the visa decision. I am also waiting for my visa and my university's deadline is 23 september. It is best you contact your college to know the deadline.
