No PR card after 4 months. eCoPR unable to be used for travel

Hi, I am still waiting for my PR card after being granted PR in June. I have to travel out of Canada and back to Canada in November. I've raised multiple enquiries with IRCC and have not received any responses. I only have my eCoPR document and I know it is not valid for travel. I still have a valid work permit and I will be traveling back from a visa exempt country. Does anyone know if I can board my flight to Canada if I show my work permit document and an ETA number? What are my alternatives if I have no PR card?
