No PGWP eligible - can spouse still get his OWP?

I checked to make sure no one asked this before posting...

If spouse studies 6 month program in ILSC language school (on the list of DLI but not PGWP eligible) can her husband still obtain the OWP?

I think scylla just post this in another discussion. (And that's actually one of your posts) Pretty sure your spouse cannot get SOWP if you are not doing a master or higher level or in some of those specific professional degrees.
Even ppl on DLI with PGWP won't be eligible.
