Hoping someone might have some insight into this:

I filed my taxes in Canada for the first time this year, so it will take up to 16 weeks from the date I filed (I believe it was a month ago that I filed now, so about 11 weeks to go) for me to be in the CRA system and be able to obtain my Option C Printout - Notice of Assessment.
I'm applying to sponsor my spouse, so I don't know if there is a need to meet a minimum income, but I can see how failing to provide this printout could cause issues and even delays in my application. I was hoping to submit my application in the next week or two since my spouse and I have pretty much everything in order, and not wait another 3 months.
Could I send pay stubs from the past 12 months and include a letter explaining that this is my first time filing taxes in Canada and that, if necessary, I can forward my Notice of Assessment as soon as I am in the CRA system and receive it? Would there be any problems or higher likelihood of rejection if I were to submit my application without the form but with a letter instead?
I am also presently unemployed (actively searching for new employment), so I can't currently provide a letter of employment, though I am hoping that I will be employed and able to include a letter by the time I submit the application. Would having a letter from an employer help with the lack of Notice of Assessment?

Any help and advice is welcome! Thanks in advance.

My advice (based on my experience, and on anecdotal evidence) is to include what info you can, along with the regular notice of assessment + an explanation about the Option C. In my case, my sponsor and I had to do this since I would have been out of status if we had waited more than two weeks to submit the PR application (this was because I had to have my status restored, and when that happened, they literally gave me a minimal extension with a tiny window to get the application off in). Thus, we had a valid reason for not waiting for the option C. (I also applied for another visitor extension just to be safe.)

In your case you'll want to explain that you've ordered the Option C and will send it after you have AOR. You'll want to explain that you do not have an employment letter because you are between jobs. Make sure you include the notice of assessment and any other CRA docs CIC's asks for in the checklist.

1 Husband ETA - August 1, 2015!
I would firstly deal with your employment situation. If you are new to Canada, I think they would want to see that you are supporting yourself. Have you called the CRA call centre and spoken to anyone? I believe if they give you a timeline, it is typically the maximum. Most things usually don't really take that long. I would perhaps continue to call them, and once you are processed, they may be able to provide you with the information over the phone, prior to you receiving it in the mail, so you can apply for the option C online.

I'm not very new to Canada. It is just my first time filing taxes as I used to study and work with a student visa in the US before. I was employed in Canada almost all of last year, but left my permanent position for a full-time, better paying, seasonal position, and then I took a couple of months to visit my spouse in the US since we hadn't been able to see each other for almost a year, and I'm in the process of finding new employment. I would prefer to be employed when I submit my application, but I also don't want to wait 1-2 more months to submit it. I don't really have any way of proving that I am supporting myself, since I live at home and even my phone plan, which I pay for myself, is a family plan with my mom and my sisters and so not under my name. I don't really have any bills, expenses, or loans to pay off either, so I'm just building my savings for when my husband gets here and we can move to our own place.
I just got off the phone with the CRA call centre when I posted this actually, and end of July is the timeline they gave me.

I would be wanting to get the application right the first time and so wait for your tax results possibly as late as late July, then phone for the Option C printout and wait the couple of weeks to get it in the mail. Meanwhile try and fix the employment situation so that you are employed by the time you send in the application.

There is no need to wait. Include a letter explaining that you cannot get an Option C because you have only just filed taxes in Canada for the first time; this is a perfectly valid excuse. Explain that you've included your payslips to show your previous income and that you will forward on the Option C as soon as you get it at the end of July..

As for the financial aspect, there is no minimum income requirement to sponsor a spouse. Many low income or unemployed people have sponsored their spouse without issue, as CIC will look as a variety of financial resources. Write a letter explaining how you and your husband intend to support yourselves, including information such as income potential for both of you, family support, any savings or investments etc. I strongly suggest you have your mother write a letter explaining that you are living with her expense free and she is providing you with financial support. If you guys are going to be staying with her for free for awhile after he lands while you sort stuff out, have her state that as well. If his family is willing to help you out financially, get a letter from them as well.

Hi @canuck_in_uk

I have a friend who will be landing as a PR in March 2019 and once he gets a survival job, he wants to initiate sponsorship for his wife, so after getting his 1st pay slip, can he initiate sponsorship with his pay stub, a letter from his employer and proof of funds, i.e. a fixed deposit in India of amount equivalent to 14k-15k CAD, provided all other docs are ready, kindly guide

@canuck_in_uk Will it be a valid response if I show my PR settlement funds in a Canadian bank account along with my job letters and pay stubs as part of my financial plan (in the absence of a Notice of Assessment and Option C (Proof Of Income)) to support my wife and me in the context of an outland spousal sponsorship application, I would be landing in July and am planning to get my wife visit in October (2 weeks vacation) during which we will submit our outland spousal sponsorship application?

Kindly suggest..
