I filled my taxes this month first time, so I my NOA would come around end of July or August. I want to apply for CEC in mid June as there is 8k cap which is quite less.

Is it ok, if I attach
- Reference Letter
- T4 (attested copies)
- ROE (Record of employment)
- All the pay stubs (copies I got from my work place)

To make up for NOA. Can my application still be returned back? Should I really wait for my NOA? :(

You should be ok with the above documents. I do not have NOA when I submitted my application. I just added a covering letter saying I will submit NOA when I receive it.

Then I sent out NOA once I received AOR.

Go ahead and apply. Just attach a letter explaining that you will send it when it is available.

I got NOA on 8th working day. But as CRA system was down for a week it might take longer for you especially if it was paper return.

I did not receive any request. I just sent it.

But I heard that they may ask for NOA at a later stage.

Why do you think that you'll have to wait that much time for noa? I received mine 2 weeks after I filled the tax..

I applied first time and that through mail. I called CRA help-line and they said it may take upto 4months.

Not sure why that matter, since I can;t take it back and re-apply online. But as I said in my post, I applied it first time, and I believe there is no online option or netfile for people doing tax return first time.
 
I suggest wait till you receive an NOA.Why do u think the 8k cap will be filled by July-August !!!
i heard that it has become an unstated mandatory thing to submit NOA.
But nevertheless u could still go ahead and apply .U might be asked to submit one just in case, but will not be refused.
 

First tax return usually takes up to 4 months.
Doesn't matter if you mail it or file online, it takes a much longer time because the CRA does not have any background information on you.

That's not true. I filled mine for the first time this year, and I receive NOA in 2/3 weeks. My accountant did it online, so maybe that is the reason I received it that fast.

Are you sure the accountant filed online?

You cannot use NETFILE to file your tax return if:
- you are filing an income tax and benefit return for the first time with CRA and the CRA does not have a complete date of birth for the taxpayer on record;
- you are a non-resident of Canada...

It is clearly mentioned that you cannot file your first tax return using NETFILE.
I have also always interpreted the second condition as that non-PR/citizens cannot file online, which would apply to 99% of the users of the CEC forum...

Please let me know if you believe otherwise.

I'm not trying to confuse anybody. I'm just saying what my case is. I went to accountant to fill my fax, and he did that for me. In 3 weeks I received NOA in mail. And I started working in May last year, so this is the first year I'm paying any tax in Canada.

So I don't know how I received it that fast, but I did. That's all I'm saying.. There's no need to accuse me for confusing other people.
