That is going to lead to lots of disappointments and confusion. People are going to spam the forums asking why they didn't get invited although their score was equal to cut off. But now we will see rounded off cut off scores like 3500, 3800, etc.
 
They just complicated everything but its the only way they can control number of invitations :( That will also cause dissapointment for the rejected ones who need to enter the pool again and wait for who knows how long to get ITA. Depends on CRS of course. I hope they wont be practicing it so often.
 
It's a bit confusing. Is this only for candidates with tied cut-off scores?
They shared the following example in the article:


For example, if the minimum CRS score in a future draw is 419, and IRCC invites the top-ranked 3,300 candidates, the following may apply:

But what about the ranking of someone who applied right before the draw who has 420? Will he still come higher in ranking than a person with 419 who's been waiting for several month?
