It's a bit confusing. Is this only for candidates with tied cut-off scores?
They shared the following example in the article:
For example, if the minimum CRS score in a future draw is 419, and IRCC invites the top-ranked 3,300 candidates, the following may apply:

But what about the ranking of someone who applied right before the draw who has 420? Will he still come higher in ranking than a person with 419 who's been waiting for several month?
