Hi there ,i got DM on 22nd of feb 2013 but still havent got any paper yet,i applied in march 2010 ,NOC 4121 ,Vo new delhi and was waiting for medical .is there any chance it may me ecas error plz dropfew lines friends .Thanks

You say decision made BEFORE you even got to do the medical, right? In that case it is likely you were unsuccessful in your application. Sorry..
