This is my personal observation,

CIC is planning to issue ITA's only to people who got at-least 2 years of Canadian exp with Canadian degree, and FSW applicants with at-least 3yrs exp with ECA and IELTS band score of 7.

The biggest losers here are the CEC applicants who studied in Canada and spent so much for tuition and contributed a lot to the economy ... and in the end CIC is trying to screw us ...

I'm not sure, but it depends on how many LMIAs are issued. What happens if next year they are told they have to let in 50,000 immigrants. Only 3,000 LMIAs are issued. They HAVE to go lower then. Maybe they just have too many old applications to sort through so are keeping the score high.

They could even do CEC specific at a low score.

This draw is not that much wonder to me, after more than one month they have done the draw,moreover there are people who again register after their application refusal.so all these sum up to jump the score from 453 to 755. I am sure (not optimistic) that score will drop to 400,and people who are having scores 400 and plus have very much fair chances

I am sorry that you aren't happy with the situation, but don't blame Canada. They aren't "screwing" you. No where do they gaurantee PR to anyone. You got a degree from a school, that's what you paid tuition for, not PR. You contribute no more or less than everyone else. There are plenty of CEC people getting ITAs.
Of course Canada is going to offer PR to people with more skills and a job offer with a positive LMIA. The whole point of the new system is to bring in people with skills or to fill job positions that native Canadians can't or aren't interested in doing, not compete with them. Canada has every right to do this and they owe us nothing.
It's a new system and maybe after a year of it, they'll find that they need more people or people with different skills and levels. If that is the case, they'll tweek the system again.
I consider myself lucky to be considered for PR. I might get rejected and have to start the whole process again, but it's their country and their rules. If I don't like I have the option to leave and go back to my home country. It's not their responsibilty to cater to my wants and needs.

I don't know why you spend time presenting your arguments to him. It's not as if he's listening.

No matter what you say, he's only gonna do one thing: scream about how HE deserves PR. If he didn't have his "studying in Canada" background, he'd be playing some other card.

You don't get it. These people want what they want and at the end of the day they don't care for any arguments against giving them PR. You're wasting your breath.

They're going to huff and puff for a while and finally they're going to get tired of it after seeing that nobody really cares for what they think they're entitled to.

Oh, I get it. I'm stating my opinion not for the entitled people, but so his voice isn't the only one heard. If you sit back and say nothing then the only people being heard are the ones screaming. I think that's worth the 30 seconds it took me to type a few sentences.

Or, they can get the job bank up and fast-track LMIAs. Issue 25,000 ITAs, and they don't need to drop the score at all. This also helps reduce abuse, as they government gets insight into which jobs get applications by Canadians. They can connect Canadians looking for jobs to employers looking for jobs, and connect immigration-ready high quality applicants.

As it stands right now, a company with a LMIA might just be hiring someone who they know, or who's friends with the boss. With a functional Job Bank, Canada can connect all qualified candidates with high express entry scores. So, if you have 400 points and are qualified, you get an ITA and have 1,000.
