The requirement states 'Two or more certificates, diplomas, or degrees. One must be for a program of three or more years'

In your case Bachelors meets the 3 year requirement and PGC meets the Certificate requirement, and one year is acceptable. Check this link to understand how to read and interpret ECA report http://www.cic.gc.ca/english/immigrate/skilled/eca-conversion.asp
