No Birth Certificate

Hello team! - I do not have birth certificate(1992 born), and I am unable to get Non availability certificate from the municipality..Can you please advise what to do in this case for NON EE?
Anyone with the same issue? Please advise.

I see that Birth Certificate is mandatory document for Non EE..
