Yes BIL (like all other correspondences/docs) is received in GC key only and not by mail.When did you receive this Biometric Letter?
Where exactly are you seeing the above information? Did you get your BIL in your GC key?
If webforms aren't working for you, try to email the Canadian Embassy in your country. Explain to them the whole situation. They might sort it out hopefully or guide you towards the right action.Was there any delay in your Biometric ? What did you do to get your Letter?

I'm also facing the same issue of not getting the Biometric Instruction Letter, I have not sent web form yet thinking to wait next couple of days but seems like even on web form they take lot of time to revert like you said.Hello,
