Search kour in this forum, she has undergone thru same situation.
Refer to her last posts. She posted a mail id, on which she mailed them asking for LOI, and couple of hours later, she got her LOI wITH AN APOLOGY MAIL

Mail them, they will send you.

PP with stamp should be sufficient ;D

You should call and ask about it. Sometimes they just forgot and they email it to you. You can be denied access into Canada and be sent right back if you don't have the letter and required documents. They mentioned this on the Canada Visa website! So call them! It is sometimes mixed in the package they mailed with the pp. double check the material you got back.
