Don't worry, today same it happened with me, I was on payment page, payment decline, when again login, was not showing any option in action required. Then, I raise web form at same time with screenshot. In 2 hors, problem solved and now I paid and submitted visa application successfully.

Same issue today. Some mistakes during the payment, when tried again, the Action is empty. It resolved exactly in one hour (I timed it yeah...)

It's been a while for me, but as I remember you should wait for some time and it will show.
