It's possible his application was not accepted for processing. And it might take 2-3months for him to receive parcel back from cic. He can start getting ready to re apply if his Noc is still avaliable.

You are right, before it will seem to him as if you ain't wishing him well. But a stitch in time saves nine. So let's keep our fingers crossed and see how soon he will hear from them. But a friend of mine that his application was rejected said he called a number he saw on the cic website. Not so sure of the details. But all they told him was that his application has been sent back and he should keep checking his postal box.

Find below the CIC contact process

Procedure to get CIC agent on phone
 Call at – 0016139444000
 Select 1 for English
 Then 1 for foreign affair
 2 for immigration
 Call is being transferred to CIC
 Then 1 for English
 2 for status
 1 for PR
 When it asks you to enter UCI number just be on hold n let it say it 3 times then the call is automatically transferred to an agent
 Agent will ask information about last name, first name, date of birth, application received date, email id etc.

He or she may not get favourable response by calling the number......let him just try to see if he or she will be lucky.
Contacting CIC via mail is the best bet.......even at that,he or she will still have to wait for about 20 working days to get a favourable response.
Ask me whig the responses will be.......that his or her application has been returned for payment issues or deemed incomplete application package and that a letter of explanation of the real cause of return has been included in the package returned.
Trust me.....I'm speaking from experience.

If i were you.....i will advise your friend to quickly start another application package to send again if his NOC is in FSW2014 stream.
