You have to determine what stream you're interested in applying in, and then, follow the predetermined steps in that stream......it actually is a question of which stream you're eligible for. As per the second part of your question, there are no 'states' in Canada, only Provinces and Territories, and nowhere is unfriendly, although opportunities differ....

I applied under NOC 3211, but did'n fall within cap. I am now thinking of applying under NOC 3121 which is related to NOC 3211.
My worry is that, I am yet to get UCI no.
Is it mandatory to put the UCI no in the fresh application.
