Why do they want to refuse your application?If it has to do with french language,it is better you start learning while you prepare to submit your documentations.You have talked about pension scheme funds.I believe since it is your money,you can use it.
Saskachenwan seems to be relatively easy now with the present criterias.You might stop the Quebec thing and go for it if after going through you like it.
Most of the forms if not all and the process are usually straight forward.But ensure you meet the cut off point before submitting.
