4.1.3 Consent of the parent who does not accompany

4.1.4 Certified copies

document must be certified by the institution which is the custodian of the original or
by the duly authorized legal authority may certify a copy of

original valid. Exceptionally, when the applicant justifies the absence of

4.1.6 Incomplete Records
In cases where the applicant's file is incomplete, the officer sends

Chers clients, chers amis,
Dans quelques jours, nous arriverons au terme du décret ministériel de mars 2012 qui avait imposé une suspension du dépôt des demandes d’immigration vers le Québec pour les candidats n’ayant pas un domaine de formations ciblées. Autrement dit, la grande majorité des dossiers d’immigration.
Dans son communiqué du 20 mars 2012, le ministère annonçait avoir reçu en 2010 et 2011 respectivement 47 476 et 58 043 dossiers de travailleurs qualifiés et que par conséquent, à la fin de 2011, bien plus de 100 000 dossiers étaient en attente de traitement d’où cette suspension. Les printemps arabes et divers événements semblent avoir provoqués cette explosion dans le nombre de candidats.
Avant ce décret, pour les 3 premiers mois de 2012, le ministère avait déjà reçu 4 239 dossiers toujours de travailleurs qualifiés et souhaitait permettre le dépôt d’un maximum de 14 300 dossiers de candidats ayant un domaine de formation ciblé en 2012.
Rappelons aussi que ce décret a été accompagné d’une très forte hausse des frais gouvernementaux qui sont passés de 406 à 750 $ pour le demandeur principal. Ce décret a été également précédé 4 mois plus tôt d’une décision imposant les tests de langues en français et, lorsque nécessaire, en anglais.
Il s’agit donc de plusieurs resserrements successifs au programme de sélection des travailleurs qualifiés.
Qu’en est-il de la situation actuellement ?
Selon les demandes que nous avons faites sous la loi de l’accès à l’information, nous pouvons vous donner en exclusivité les chiffres suivants :
· Pour toute l’année 2012 affectée par le décret, donc entre le 1er avril et le 31 décembre, le ministère n’a reçu que 9 722 demandes. C’est une moyenne de 800 par mois environ. Le plafond de 14 300 personnes avec domaine de formation n’a pas du tout été atteint.
· Certaines régions du monde ont été extrêmement affectées par les tests de langues notamment l’Europe de l’Est avec seulement 349 dépôts pour toute l’année 2012 ou encore l’Amérique du Sud avec 532 dossiers et même le Moyen-Orient avec seulement 859 candidats.
· En 2012, le ministère n’a pas atteint la fourchette de CSQ à émettre fixée dans son plan puisque 2012 a été sa pire des 3 dernières années avec seulement 35 467 CSQ émis sur un minimum prévu de 39 000.
· Seulement 67% des demandes traitées ont été acceptées.

Évidemment, le ministère doit traiter plus de dossiers pour émettre plus de CSQ mais les entrevues entraînent une lourdeur logistique qui va probablement diminuer avec les tests de langues mais aussi les certifications des diplômes. Dans certaines régions du monde, notamment le Maghreb et l’Europe de l’Est, 95% des dossiers passent en entrevue de sélection. Avec des preuves de niveaux linguistiques déjà vérifiés et des diplômes aussi confirmés, nous pouvons penser que davantage de candidats seront acceptés sur dossier donc sans entrevue.
· Fin 2012, il restait, toujours selon les chiffres officiels obtenus, 67 518 dossiers en attente de traitement. Au 31 mars 2013, nous pouvons avancer que ce chiffre sera autour de 60 000 dossiers toujours en attente de traitement.
A quoi s’attendre dans les prochains jours lorsque le décret va prendre fin ?
Il faut tenir compte des données suivantes :
· En terme de dossiers en attente de traitement, le ministère a encore environ 2 ans d’inventaire. Ça peut paraître beaucoup mais en même temps c’est peu. La crise économique mondiale montre des signes de fin de cycle et les besoins en mains- d’œuvre vont augmenter avec la reprise.

· Plusieurs politiciens québécois ont souligné dans les dernières semaines qu’un million quatre cent mille (1 400 000) postes seront à combler d’ici 2020 au Québec. Chacun sait que l’immigration demeure le moyen le plus adéquat de combler ces postes surtout si l’accent est mis sur le recrutement des francophones.

· La Suisse et l’Allemagne recrutent aussi un nombre de français important. Il existe une compétition en matière d’immigration entre les pays. Il faut attirer les meilleurs candidats et il est évident qu’une fois une personne engagée dans une procédure, elle pense moins à regarder ailleurs.

· En matière d’immigration, lorsqu’on connaît les délais fédéraux et la durée moyenne d’une procédure, même si celle-ci va tendre à diminuer, 2020 c’est demain ! Les 1 400 000 postes à combler se feront évidemment année après année, dès maintenant jusqu’à 2020.
Le Ministère a plusieurs choix :
· Le premier est de prolonger le décret quelques mois pour diminuer encore l’inventaire. Chose certaine, l’inventaire ne pourra baisser à moins de 18 mois de volume de traitement. Il est peu probable de voir un décret renouvelé pour une année complète. Un maximum de 6 à 9 mois serait selon nous un grand maximum.

Le risque d’un inventaire trop bas est qu’il peut être difficile de le reconstituer lorsque ce sera nécessaire avec des candidats ayant des profils recherchés. Réduire les exigences en matière d’immigration n’est jamais la meilleure solution sur le long terme.

Rappelons aussi qu’un décret demeure un acte d’exception et qu’on ne peut le répéter sans cesse.

· Rétablir le système tel qu’il était avant le décret actuel ? C’est une possibilité d’autant plus que les tests de langues font maintenant un tri avant que les candidats ne déposent leurs dossiers auprès du ministère. Nous voyons dans notre pratique que pour de nombreux candidats non francophones de langue maternelle, cela n’est plus aussi évident que par le passé de déposer un dossier d’immigration.
· Les charges financières relatives au dépôt sont aussi un facteur de tri. Les frais gouvernementaux majorés à 750 $ plus les tests de langues et les autres frais empêchent aussi de bons profils de déposer un dossier d’immigration. C’est le cas maintenant bien plus qu’avant puisque les charges sont lourdes et la situation économique dans de nombreux pays est plus difficile.

· Changer le règlement pour réduire le nombre de candidat potentiel ? Nous ne le pensons pas, la grille de sélection est bien faite et la priorité demeure le recrutement de francophone assez jeune. C’est actuellement le cas. S’il devait y avoir un changement à ce niveau, il serait probablement vraiment mineur.

· La dernière option qui est selon nous la plus logique, serait le rétablissement comme auparavant, avant le 20 mars 2012, mais avec un plafond de dépôts de dossiers Probablement plus faible en 2013 à cause de l’inventaire mais avec tout de même la possibilité de dépôt pour quelques milliers de candidats. Un chiffre de 5000 ou 10 000 serait le plus probable. Le Ministère montrerait alors que son système de sélection reste en marche et ferait entrer dans le processus des profils qui seront utiles pour cette période cruciale de besoin en mains d’œuvre d’ici 2020. De plus, en ce sens, émettre un peu plus de CSQ en 2013 et 2014 est une chose souhaitable ce qui ferait baisser l’inventaire aussi plus vite.

The Department has several choices:

Recall also that a decree is an act of exception and can not repeat endlessly.

· Restore the system as it was before the existing order? It is a possibility especially as language tests are now sorting before that candidates submit their records to the department. We see in our practice for many non-francophone candidates mother tongue, it is not as obvious as in the past to file an immigration.
· Financial expenses relating to the filing are also a factor sorting. Government fees increased to $ 750 plus language tests and other costs also prevent good profiles to file an immigration. This is the case now more than before because the loads are heavy and the economic situation in many countries is more difficult.

Ok!I got it from Canada Immigration official website.The first one is all about the number of applicant that the canadian government wants to accept for each year from all their offices world wide.

Read from a forum where you said you paid through credit card when filing for your application.Did you use the usual naira mastercard we use in our ATMS' here or how did you do it.

It now takes about 4 - 6 months to send AOR now because unlike before,the whole application that you have submitted is now subjected to several verification exercises which they did not give details about.So,we need to wait.Mine just hit 5 months because when i resent it last year,it was finally received on the 3rd of December,2012.
