Is it true that if you fulfill the points criteria then it's a good idea to go to Quebec on a visit visa and apply from within Quebec because there is no intake deadline for paper based application from within Canada?

it is not true. You can't apply just by being here. You have to meet a few criterias to qualify, you need to have studied in Quebec in a designated instituion and the course has to be at least of 800 hours. Another option is being a temporary worker, after 1 year of work experience you are then qualified and can apply.

These are the options I am aware of. Certainly being only a visitor won't allow you to apply anytime. Not sure, but I don't think that paper based still exist. I don't think so. I guess all applications are done via Mon Projet now.

Oh, so apparently those who haven't studied in Quebec and don't work there will only be able to apply during the intake.
It happens every December, right?

Yes, you have to wait for the immigration of Quebec open and announce the intake period. As a matter of fact, no one knows when they'll open it. it is announced by the government and they decide when and how it is going to work. There is no such thing as predefined date and time, period. it is in their hand.
