March 9 is my assumption. I'd say the cutoff will be 454-457 this time around.

I do not know whether it is good or bad. I have 456 but my ECA is under process. I do not know whether I can submit my EE profile without an ECA. My highest degree is PhD and there is no way my Canadian equivalency will be not a PhD.

You can't submit your profile without an ECA, no. People have been rejected for that in the past. My advice would be to just wait for the next ITA, and apply then after you have your ECA.

But, at the time of responding to an ITA I will have my ECA. Still is it a problem?

I don't have enough information about this myself, but from what I understand from reading other cases and posts on this forum, you need to have eligibility to apply at the time you GET an ITA, not when you RESPOND to it.

I get your point now. While filling EE profile I am going to choose that I do not have ECA for my degrees and see whether I can submit my profile and get 456. If yes, then I think there should not be a problem.

If you choose that you do not have ECA for degrees that section will be incomplete

Without ECA CIC cannot allocate points & you wont be able to submit your profile
