Very nice change. People have been trying to argue over this from time to time but finally CIC has ended the whole debate. Now if you want to submit written proof you can but ONLY ONCE.

As of April 10th, no second chance will be given to the applicants to prove language proficiency.

THE BOTTOM LINE IS EACH APPLICANT HAS TO SUBMIT PROOF OF ENGLISH LANGUAGE PROFICIENCY AT THE TIME OF SUBMISSION OF IMMIGRATION FORM AND NOT LATER AS IT IS NOW. THIS WILL REDUCE THE PROCESSING TIME AND ONLY THOSE WITH IELTS, ETC. CAN SUBMIT THE APPLICATION.

i send my application on 01 mar 10 and i,m wating the approval for my application,
so after this stage what the different between old process and new process about ielts , its mean that to do the ielts or write explain letter to officer that i,m good in english?

you must attach IELTS report. right ?
 
Most probably yes. But after 10 April 2010.
 
I have start filling my application, and I think some changes
will come in application format also. becasue now they are
asking for IELTS report.

I am just confused... ???
I submitted a written explaination in CIO for my proficiency and they accept it I guess thru sending me an AOR.
I'm in the process of submitting my full documents to visa office now, does it mean I need to take IELTS now before submitting it? ???
Kindly enlighten me.

Anne , now its a risk. if u deposit your application to CHC before 9 April 2010, you may fall in the category of old rules i.e you may be granted a chance to appear in IELTS if your written explanation doesnt satisfy the visa officer. But if u deposit after 10 April 2010, then you wont be given such a chance and even if the visa officer is dissatisfied from your written explanation, he/she will give you points as per your written explanation and no more chance will be given to u to appear in IELTS or any other test.
So better is to do IELTS, but if u are confident in your written explanation, go ahead.
