So does this mean that the test results must be attached at initial application stage to CIO Nova Scotia or basically saying you have one chance to submit this proof at local visa office when submitting full docs?

It is very clear now, if English is not your first language, they are stressing the importance of IELTS or any other english exam as proof of your ability as against providing a written submission. Earlier if the visa officer was not convinced with your written submission he/she gave a chance to the applicants to take a test whereby delaying the processing time. Seeing this press release, I would think that all must send proof of english language ability.

It means if you want points under language proficiency and you are non native english speaker then IELTS is must. No written explanation will be entertained and no second chance to submit IELTS TRF.

Previously, if the visa officer was not satisfied with the written explanation, he would give a chance to appear in IELTS. But after this news release, what i understand, this chance will no more be there.

I had TOEFL results from 2008. When I submitted my application to CIC, I enclosed copy of the TOEFL results and also an explanation on English proficiency. I also said, I will be happy to take approved proficiency test if application is approved.
Do you think this will help. I submitted my application to CIC this week.
