My child turns 19 in 2 weeks and processing the application as quick as I can .should I wait for October to fall through ?is this for new applicant only or could I add my child to the application around that time .

My child turns 22 January 18, 2018.
I will make sure they receive it on or after 24 October. It says applicants whose aplications are received ON or AFTER 24 October. I suppose if they receive it on 23 October they will still consider it under the current law.
