I have read in news papers that Canada Government will introduce new kind of work visa from 1 march 2020, where it will sell work visa to potential and eligible candidates from INR 4,00,000 to 16,00,000.
Can we use canadian work ex in months while working on this work permit rather than in years, so that we can boost crs scores by updating our ee profile during our work period on this work permit

One more question is that: will this new work permit will be open work permit or a job will be required in order to obtain this visa.

Again, CANADA doesn't sell work permits. What you are referring to is fraud done by employers and consultants.
