New work permit issues

Hi.. i just want to ask, a friend of mine just got received her new work permit. And it was stated in her permit that she is not eligible to apply for PR after 24 months. Is this has something to do with the program of government that PR application will stops on November 2019? Thank you in advance

Hi , Does she has a Working Holiday Visa ?? Did she come under IEC category ( International Experience Canada)?

Hi.. she came here as a caregiver.. but she changed her employer. And in her new work permit it does stated that note.
