Yes, this one says "all".

As soon as possible in the coming weeks, all air travellers arriving in Canada, with very limited exceptions, must reserve a room in a Government of Canada-approved hotel for three nights at their own cost, and take a COVID-19 molecular test on arrival at their own cost. More details will be available in the coming days.

This is not an official government statement and says “certain” in front of each group. CIC News is covering their tracks. The CIC exemption list has not been updated because the government has not issued who is exempt. Follow the official government site, not immigration news.

You beat me to it. I keep seeing CIC news being quoted. They have a clear motive in wanting immigrants and temporary residents to come to Canada and will from time to time publish if not misleading then unsubstantiated claims. I would wait for a more credible source: CTV, CBC, Global News, National Post

1) This is not an official source.

2) You need to quote the whole statement. Context is everything. The exemption refers to the travel restrictions that were put in place last year. This doesn't mean these individuals are exempt from the new restrictions as well.

Travel to Canada from the United States and other countries has been regulated since March and is subject to monthly extensions. The current bans on foreign and U.S. non-essential travel are in effect until at least February 21, 2021.

I don't see any point to this if some people are going to be subject to the new travel restrictions and some people aren't. Covid isn't going to discriminate between citizens and international students.
