New travel restrictions April 22nd india

I would like to get more clarify on the new travel ban for flights from India and pakistan. There is a clause which says if you have connecting flight, need to take covid test in the third country before entering canada. What does it mean? Or do they allow people to get tested??

As an example, It means that if you stop in Frankfurt, you need to be tested there. If it isn't in the airport, you need to leave the airport, may need a visa and may need to abide by their quarantine rules. Then with negative test, you can fly on to Canada. Check with the country you are transiting through.

Please advise. . I am willing to go to visa free country viz., Any of the middle East and then take coivd test there and travel directly to Toronto. How good is the plan since flights from India are banned now. Any complications I need to be aware of before executing this plan??
