Skills Transferability changes

1. Level of foreign education & Language

a. 13 points for post secondary credential (1 year or more) & CLB 7 or higher in all areas with one or more areas below CLB 9.
b. 25 points for post secondary credential (1 year or more) & CLB 9 or higher in all areas.
c. 25 points for 2 or more degrees/Masters/PhD & CLB 7 or higher in all areas with one or more areas below CLB 9.
d. 50 points for 2 or more degrees/Masters/PhD & CLB 9 or higher in all areas.

2. Level of foreign education & Canadian work experience

a. 13 points for post secondary credential (1 year or more) & 1 year of CWE.
b. 25 points for post secondary credential (1 year or more) & 2 or more years of CWE.
c. 25 points for 2 or more degrees/Masters/PhD & 1 year of CWE.
d. 50 points for 2 or more degrees/Masters/PhD & 2 or more years of CWE.

3. Level of language & Foreign work experience

a. 13 points for 1/2 years of FWE & CLB 7 or higher in all areas with one or more areas below CLB 9.
b. 25 points for 1/2 years of FWE & CLB 9 or higher in all areas.
c. 25 points for at least 3 years of FWE & CLB 7 or higher in all areas with one or more areas below CLB 9.
d. 50 points for at least 3 years of FWE & CLB 9 or higher in all areas.

Maximum possible points on Skills Transferability remains 100 (max of 50 in each section).

This is a bit confusing to me. Please help. Does this mean you can score max 50 in section 1 and section 2 both? I can't get 50 in section 3 since I don't have foreign experience. Is there anyway I can score more than 50 out of 100 from section 1 and 2 combined?

You do not have foreign work experience therefore you can only get 50 points max (out of 100).

The topic of this thread assumes that there has been changes in skill transferability and that is not the case, the wording is different but the points awarded remain the same.

This hasn't really changed, they've just added Master's in for clarity!

Basically:

Section 1 - education and language, maximum of 50 if you have more that two degrees or above and CLB 9 or above
Section 2 - education and Canadian Work Experience (WE), maximum of 50 if you have two degrees or above and 2 or more years of WE in Canada
Section 3 - language and foreign WE, maximum of 50 if you have CLB 9 or above and 3 year or more of foreign WE

If you score 50 in section 1 and 50 in section 2 then you get 100 for this bit...

Yes, you're quite right! It's two groups and not 3... So the max WITHOUT FWE is 50.

I thought it had changed into 3 distinct groups...

I've combined the old and new ministerial instructions below. Paragraph 27(2) was not changed and it clearly justifies my earlier comment.

Paragraph 27(2) states

The maximum number of points that may be assigned for the skill transferability factors under
(a) subsections 21(1) and 22(1) taken together is 50 points; and
(b) section 23 and subsection 24(1) taken together is 50 points.

Paragraph 21(1):

21. (1) The points that are to be assigned for a combination of the level of education of a foreign national and their proficiency in their first official language, according to their benchmark level as assessed in that language under the Canadian Language Benchmarks or the Niveaux de compétence linguistique canadiens, are the following:

(a) 0 points, if the foreign national has a secondary school credential, regardless of their proficiency in their first official language;
(b) 13 points, if the foreign national has a post- secondary program credential of one or more years and their proficiency in their first official language is assessed at level 7 or higher in all language skill areas, with one or more areas assessed at less than level 9;
(c) 25 points, if the foreign national has a post- secondary program credential of one or more years and their proficiency in their first official language is assessed at level 9 or higher in all language skill areas;
(d) 25 points, if the foreign national’s proficiency in their first official language is assessed at level 7 or higher in all language skill areas, with one or more areas assessed at less than level 9 and they have
(i) two or more post-secondary program credentials, one of which was issued on completion of a post-secondary program of three years or more,
