My friend Submitted his address tonight and immigration asked him today to do an updated schedule a form and it asked for his address history from October 2005 to present. Does he only need to fill out that part or does he need to fill out the whole form again including education and military questions seeing that they only asked for details of his address history.

That's what is explicitly asked for and that's what your friend needs to provide here. CIC can and does ask for specific sections of Schedule A at times and the entire form at others.
