I've read that in order to obtain a work permit for semi and low skilled jobs under new rules the one needs to obtain at least 5.5 bands in IELTS.

But, I couldn't find that information on any official web site.

Does anyone has a link or more information?

check these sites could help you.
1. http://www.cic.gc.ca/english/immigrate/cec/language.asp
and
2. http://www.cic.gc.ca/english/immigrate/cec/language-testing.asp

Best of luck. ;)

Thanks, but this is for CEC, what is an immigration program.

That's how it was, but some say under "new rules" it is required. I can't find that information anywhere. My friend applied for work permit in Vienna, and they asked her to come for an English knowledge interview, or to provide IELTS. For the position of a server in a hotel. Awkward.

It could be that the criteria for the job in the LMO is that the person must speak English or French

Some jobs basic English, others may request excellent English, so if it requires excellent english, they are going to ask for IELTs probably.
