NEW RULES FOR FSW EFFECTING 26 JUNE 2010

HELLO EVERYONE,
my brother send his application noc 1111 on 1 may 2010 and it is recieved in nova scOtia on 12 may 2010. now from 26 june rule has been changed. Noc 1111 is no more in the list.
my question -
my bro application will be accepted because he has sent it before the new occupation list ?
