Actually some good European countries (e.g. UK, Ireland, The Netherlands) count days spent studying/working towards residency for naturalization as full days, not even as half days like Canada does.

Now Canada is going to throw out non-PR study/work time completely, which, I think, is too harsh.

Harper will lose most Canadian of Philippine descent votes especially those that came under TFW, they have been consistent loyal PC voters.

The "intent to reside" declaration and revoking citizenship of Canadian with dual nationality I think create 2 class of citizen.....that violates Section 15 of the Charter of Rights and Freedoms, which guarantees that every Canadian is entitled to equal treatment under the law. A Canadian by birth Mr. "Paddy Macpherson" caught selling secret to Russia will keep his citizenship while a Mr. "Abdusalam Aduwahab" with dual nationality is treated differently for the same offence! I am confident a freshly minted judge wouldn't have problem striking down that section if it ever become law.

And 14 year old child writing the qualification English language and life in Canada exam instead of concentrating in their school work!

I will keep my popcorn and soda ready....

"This important legislation will streamline Canada’s citizenship program by reducing the decision-making process from three steps to one.
1) It is expected that, by 2015–2016, this change will bring the average processing time for citizenship applications down to under a year.
2) It is also projected that by 2015-2016, the current backlog will be reduced by more than 80 percent.
3) Citizenship application fees will be better aligned with the actual cost of processing, relieving the burden on Canadian taxpayers who currently subsidize 80 percent of the cost."

I suspect it has to do with processing time in Sydney, background check, LOT...... Please correct me if I am wrong as I am going by the word decision-making process

I think it's the fact that now, only citizenship officer will make decisions, rather than the going-back-and-forth process it is right now (officer-judge-officer).

Today, Canada's decision-making model for citizenship applications is a three-step process: an application goes from a citizenship officer to a citizenship judge and back to a citizenship officer

It may refer to the combination of the process stages (test, interview, oath) into a single day. I believe it is currently a pilot project executed at some CIC offices.

Going from 3 to 4 years ain't gonna make you more Canadian! STUPID IDEA! I can agree with the rest like language and all the rest of the mumbo jumbo but increasing it one more year looks like an excuse to clear the backlog.

Anyone knows when is the second silly reading?

I guess the jury is still out on Chris Alexander statement in his briefing today that 16,000 citizen grants were issued in the month of January alone. If this is true and this is the new normal, it means all 320,000 citizen application backlog will be cleared in less than 2 years. Ordinarily this will good news but knowing Cons penchant for deliberately quoting dodgy statistics, I am taking that figure with a grain of salt especially when its relate to immigrants, poor and middle class, they are proverbial football Cons like to kick about. Eg Jason Kenney claiming he reduce Federal Skilled Worker application backlog within 6months only to discover he achieve it by stroke of the pen. Dodgy statistic claiming federal workers are taking lots of sick leave to paint trade union in bad light....

Or is that the figure included those newly minted Canadian whose application were fast tracked for Sochi Winter Olympics

I think so too. People that will leave after 3yrs will still leave after 4yrs.

Only if they continue as the rate 16,000/month, otherwise we wont see any significant changes in the citizenship process.

The reason most immigrants came to this country was for better life. I said, most not all!

I can't see why they are forcing people to stay, instead open the border and allow more immigrants. There is a great chance are 1million to stay permanently, if 3millions migrated. I dont think USA enforce such law. I stand to be corrected!

After citizenship people should be able to travel, work, school and live any where they feel like so far they maintain so royalty to Canada either by paying certain amount yearly, filling Canadian Tax, have a business or property in Canada.

This is a free country!

The law takes effect the date it is signed and gazetted......Chris Alexander estimate its towards the end of the year, it might be sooner if conservatives rush it through both houses as they have majority
