Hello,

does anyone know if the new rules to require four years of citizenship apply to all those who have not taken yet a passport or valid only for newcomers

The new rules, which will require 4 out of 6 years of residence, among other things, will affect any potential applicant for citizenship who hasn't applied by (or the application hasn't been received by...the exact terms are unknown) the cutoff date. That date is not yet known, but commonly thought to be in June or July of this year.
 
I understand the new rules will apply to all.

I thought that after the coming into force this year, should apply to immigrants who arrive in Canada this year.

No, it applies to every PR in Canada regardless of when they landed. 20 years ago, the day before the new rule or after the new rule. Applies to every PR.
