New rule today !, Residence Questionnaire have to submit when first apply ?

Does anyone know about this? all major Chinese newspaper and website in Vancouver mentioned today (Aug 04, 2014)
effect now that all new CANADIAN citizenship applicant need to fill out and submit Residence Questionnaire form when first apply
which mean everyone get RQ now ???
but I went to CIC website, it doesn't address that. anyone know ?

I just post what I read today in the newspaper, and I am not sure about it, that is why I asked around here.

Chinese newspapers? :D

As a Vancouver resident you'd better have a look at VancouverSun or The Province before going for media that target specific ethnic groups.

I always look at the local newspapers for sure, but since there are many Chinese immigrants here apply for canadian citizenship, the Chinese media treat this C-24 as priority news for reader. I know this is the news we don't want to hear, and since I haven't see any of this news come from local English paper yet, that is why I am asking around.
I hope I was wrong.

Unfortunately I can't read Chinese (yet)...:(, do you have a translation of the links?

If the story says that new judges were hired (up to 450), I can tell you that is not correct. Under the new rules (effective August 1, 2014), CIC agents can make a decision, instead of sending it to the judges (as has been the case). There are up to 450 agents.

I wonder, if this is simply a case of mistranslation.

It does not make sense that RQ will be sent to every applicant. If that was the case, why not just include the questions in the application itself?

you are right, it did said 450 agents add up to 35 judges.
I hope it was a false alarm, I spent sometime traced those news on internet, it all came from a major Chinese newspaper based in Vancouver called "Mingpao Newspaper".
I actually wrote a letter to them and asked where are their source from, if they have and proof ,..etc
