Where was this rule a month ago when I had to get my PCC re-done because it was a few months out of date.

But its great news for others that they are now being more relaxed.

Me too - from 2 countries.
 
My spouse and I have my PCC for India dated December 2014. We are living in Canada for 2 years.

We visited India in January 2015. I was there for 3 weeks and my spouse for 3 months.

So is the December 2014 PCC for India valid or not?

Or do I need it dated after we both came back to Canada?

Also please clarify if Canada PCC/RCMP is not compulsory with the application. Earlier it was on request.

Your India PCC from 2014 is valid, because it was obtained after you left India to live in Canada. Remember that you only need PCCs for places where you have lived for more than 6 months, not for places you have visited - and you have only visited India in the last 2 years.

Totally unsure about the Canadian PCC. My idea is that it is still part of the background check that CIC does on their own - but it can't hurt to include it if you have time.
