New Quebec Skilled Worker Changes - Help! :(

If I submit an application for the Quebec Skilled Worker PR before the new proposed changes coming August 1st, will my application be subject to the current rules, or the new rules? I'm mainly talking about the level of French. To qualify under current rules I only need to score an A1 to achieve enough points.. but now that they changed the level to B2 before any points are given, I'm afraid I would no longer qualify for the Quebec Skilled Worker category.

Please help!

One thing I forgot to mention is that I have all the documents ready, except I'm waiting for the TEF test results :( They're supposed to come mid August. Can I submit my application now, and then send the test results after August 1st?

You must send the language results with the original application - you can't send them later.

If you submit your application on August 1st or later, your application will be subject to the new rules. If you submit your application before August 1st, then you'll fall under the old rules.

:( Can you think of some way that I could submit my application before August 1st, and then SOMEHOW get this to work by sending my test results later? I'm desperate :( Any advice or ideas would be greatly appreciated.

You can't send the language test results later. It's simply not an option.

Can you get the test results sooner?

Here is my five cents in this story. Never ever think to send your application without language test ( no matter what immigration lawyer may tell you ). Your application without test will be return to you 100%
Wait until your test come and send all together. If you afraid that your test score is less that require for enough scores,
just re-take it after lets say month or two when you will feel your French or English is better and send them update version.

I forgot to mention that usually application in mail room after they arrived in Montreal will be open within one month at least or even 6 weeks , processing payment may take up to two month. Again my point is: re-take language test if you will see a bad score and send them updates

Okay, thank you for all the advice. Unfortunately, my French isn't nearly good enough to attain the new B2 level to get the points I desperately need. So I guess I'm just going to have to wait for the test results to come and hope for some kind of miracle :(

Here what i will say.
1. Get your test , send it no matter what score you got!
2. Get learn French, my wife has no even one french word two month ago, and i needed to add her to my CSQ, we hired a private teacher who in one month prepare her for test in Alliance de Frances. In test time my wife did't understand a half what was in test but reply whatever she remember and teacher advised her to said.
In two weeks she got her test and its B2, no miracle.
3 Get one month to gain a bit French for re-take a test.

Good advice from ustas.

But note this: The qsw program is a point based program, and there is a possibility of applying WITHOUT french results, under the current rules, before the 31st July 2013. This is ONLY possible if your total points from all the other parameters like age, aot, experience etc meet the threshold number of points needed to lodge an application. In that case, your application will be accepted and file opened. But once you get your file number, you must submit french results, to UPDATE your file with.

So if your application meets the threshold points, you can go ahead and deposit it as fast as possible, before the deadline, else YOU MUST SIT FOR B2 french before you can lodge your application.

I fully agree with Stylove. If you have minimum points without French Test Result, then go ahead. But remember never forget to put tick in the application form "I am not submitting the .......". :)

Quick question to Stylove or to anyone who has knowledge on this topic. How does the retroactive implementation of the new laws/rules affect applications submitted before July 31. 2013? I've read somewhere that retroactive implementation of the laws will apply to applications which have not yet undergone preliminary screening. If preliminary screening is based on the AOR wouldn't that mean that applications from 4-6 mos(since this is the timetable for the AOR) woulod be retroactively assessed? Or as long as you submitted your file before Aug 1 2013 the old rules will still apply?Please share your thoughts. Thanks!

We applied for QSW when Liberals were in power in December 1, 2011 and now PARTI QUEBECOIS, they are damn serious about French guys...nobody knows what score you have to score which gives you 5 points for B2. Earlier it was 16 minimum out of 25 in speaking to get that level points...

no one knows what is the exact meaning of this until n unless new rules are out

Hi friends, I have the same question as you! I have my documents ready but am wondering how much ia the initially screening time for our applications in quebec. If they are surely going to be opened after 31 july, then I really do not see any sense in applying. It would be just an expensive gamble then.
