Dont worry , I created one by myself and i got my email next day and they asked me to use my own login details for it .
I was about saying that they will simply tell you to use your own login details and it does not delay any application. People just like to give unverifiable opinion about an IRCC that has no standard of operation.

My previous comment refers to what is written on the official website here. As you may see, it is stated:
Do not create your own account. This can delay the process. Follow the instructions in the email we sent and we’ll create it for you.
Even if it is not necessary the case, that is the official information. Verifiable as you can see.

Hello everyone,
I received a message in my CIC Account. In the message there is the same attachment that comes into the email received for the Portal.

Details:

--> I have not received the email, only the message with the attachment inside my CIC Account
--> The letter is under the name of my dependent (spouse) and not in my name
--> Since I have not received an email, there is no way I can reply the letter

Have you seen this before?

Same here, without knowing I created portal account before receiving credentials. But 2 days after replying 1st email, they updated my profile and I could access my pr portal and uploaded photos and address.

Secondary applicant in my Fsw inland application received "information letter" in the gc a
Key account today.
It says
"We are at the end of the process for your application for permanent residence in Canada. Since the beginning of the pandemic in March 2020, IRCC has had to stop in-person services to protect the health and safety of clients and employees. You can now confirm your permanent residence (PR) status through a new and secure PR Portal without an in-person interview. You, as a client, will have to access the portal yourself. If you’re a representative receiving this message, please forward this email to the clients you represented for their PR application until they were approved. Using the PR portal is the equivalent of going to an in-person landing interview – only the applicant can do so."

I have 2 questions.
1. This came in thr account and doesn't mention on which email should i reply to . So what should I do ?

2. It eas addressed to secondary/ Dependent applicant. Should primary applicant send an emil to the portal confirmation email address with the details asked in this letter ?

I got this recently AND also got the portal email in December. I've been waiting for portal credentials since then.

Hi I am also in the same situation. I am thinking of waiting till day afternoon and May be raise a webform and share the details asked in the information letter.

It is a little weird. I would wait a day or so and then try to call and ask about what to do.
 
Can you change address for the PR card ?
1. while submitting the Photo and address ?
or
2. After submitting the photo and address ?
