I guess they would check with CBSA that we are still in Canada. Only my guess.

Anyone here who are still waiting for the PR card of their spouse dependent (main applicant and minor dependent already received the cards). Couldn't get through CIC by phone too. Thanks for your input.
I Received my PR card... Below is the timeline
AOR : 26-SEP-2020
PR portal email : 5-May-2021
PR Portal Credentials : 6-May-2021
eCOPR : 7-May-2021
Received Ghost Update on CIC account : 28-May-2021
PR card received : 4-Jun-2021...PR card seem to be printed on 31- May-2021.. i.e 3-days from receiving ghost update.. valid untill 31- May-2026.. 5 years from printed date
VO : Etobicoke, residence in Toronto.
My CIC account status is still ' Submitted' ...only update I received is ghost update on 28-May i.e around 3 weeks from eCoPR
PR Confirmation Portal Status us still ' In Review with IRCC'.. address was accepted on 8-May....and no update further.
Total time from PR Portal email untill PR Card is around 4 weeks.
I also uploaded photos taken from my Phone as per guidelines. Pasted while paper on wall and took photo in Camera by adjusting exposure to get smooth white background and then used ' Passport Photo' app to fit into Canada PR card specification.

Received credentials email today! We have added the address and uploaded the photo. Hopefully will receive e-COPR soon.
when u received ur first email ? did u do any follow up ? from what id u receive sexond email - thanku
I received first email on 28th May. replied on the same day and didn't send any follow up emails after that. I was planning to do it on Monday but received credentials email around 12.15 pm today.

I was wondering the same. Today, My wife responded as a consent from her e-mail. However, people who have received portal credentials whether this is required
I got email for Permanent Residence Confirmation Portal but I sent them 2 emails.
