I landed in Canada sometime in June last year to activate my canadian permanent residency and obtained a landing document. I had to fly back to the US the very next day to report back to my job in the US. I havent been living in Canada since then. How do I apply for a new PR card from outside Canada? I realize that I need to apply for a travel document to re-enter canada and then apply for a PR card from inside canada! Is there a way I can apply for a PR card from outside canada without applying for a travel document?
 
No, PR card applications have to be made inside Canada. You need a Canadian address to apply. You will have to pay $50 dollar since you haven't applied for it within 6 months after landing. You may not need to apply for travel documents if you are entering by land. Your copy of COPR is sufficient to re-enter.
