Can somebody please explain me the new rules regarding PGWP .

In short you now have 6 months to apply for PGWP, also you can apply without valid study permit.

They also made clarifications on other rules already in effect.
 
Doing 1+ 1 year course gives you 3 yrs work permit??

How long is a post-graduation work permit valid?
How long the post-graduation work permit is valid for depends on the length of your study program. If your program was:

  • less than 8 months
    • you aren’t eligible for a PGWP
  • more than 8 months but less than 2 years
    • your PGWP may be valid for up to the same length as your study program (for example, if you completed a 9-month program, a work permit may be issued for up to 9 months)
  • 2 years or more
    • a PGWP may be issued for 3 years
If you completed more than one program, you may be able to get a PGWP that combines the length of each program. For this, each of the programs you completed must be:

Well, this was updated between November 16 to December 5 2018 , you can check on wayback machine website also

If you scroll down to the bottom of the page you will see that it has been modified on 13th March 2019.
What is changed is not the duration of the PGWP it remains a minimum of 8 months to a maximum of.3 years. What has changed is that two different one year program and.a single two years program will no longer be treated on par. A single.two years program will qualify for a three years permit and two one year program.will only get a two years work permit.

But what we are talking was updated after November 16 and before Dec 5 2018

Recently It might have updated something else like processing time... Or something

Yes it was updated, I do have screenshots of that website taken on November 16 and December 5 2018
And guess what on November 16 it was 3 yrs for WP done more than 1 program
And on December 5 it was updated to what we are reading now , so it is the evidence proof it was updated between Nov and Dec (equal to pgwp with duration of course)
