Then it doesn't matter, better wait, they are only preparing for the system crash scenario. By 16th, it is either closed, or could continue until end of may.

I just created the account on this web site where you can pay, but I wont do it right now. I feel the same way either it will close up in couple of days or stay open at least for 2, 3 weeks in May. Thanks for you comment.

Temporary residents (students, workers, visitors), Express Entry and Canadian citizenship certificate

  • The photo must show a full front view of the head and tops of shoulders, with the face in the middle of the photo.
  • Size of the head, from chin to crown, must be between 31mm and 36mm.
  • Image size: at least 420 x 540 pixels.
  • We accept JPEG or JPEG2000 format.
  • File size: approximately 240 kB, no more than 4 MB.
  • Image must be in colour (24 bits per pixel) in RGB colour space, the common output for most digital cameras.
Temporary residents and Express Entry
  • The final frame size of the photo must be at least 35mm x 45mm.
  • If you scan an existing photo, the minimum resolution must be 600 pixels per inch.

Hello, I am trying to pay now. I have a quick question. Why do I have to make a new account? Why can't I sign with my Sign-In partner (bank)?

If this is a different service than the account we use to apply to study permits and PGWPs, how will IRCC know what application this payment is for?Will they ask for my UCI or other details later in the payment page?

You pay and get the official receipt. Later, you upload with your documents . That it is .

I just made the payment!! I had to create an account as it doesn't provide an option to use a sign-in partner. I received an official receipt which can be uploaded with the documents with your application later.

I wonder if they’ll ask for PCC upfront? I don’t have them and they take a while to get from my home country!

No, you didn't get the graduation certificate, very likely ineligible. you can still have that money back.
Seems unlikely that a PR program designed for International Student graduates will not accept official graduation letter and official transcript as proof of completion of studies. That would mean all international students graduating this spring will be ineligible to apply because they won't receive their actual diploma until their convocation in June.

Many have said, anyone who just graduate the Apr-May, will be ineligible since 1. they may didn't graduated by May 6 2. even they do, they HAVEN'T BE GRANTED a credential, this is outlined as a requirement under the public policy.

With IRCC accepting online IELTS "Provisional Results" I don't see why they won't tweak that requirement.
Anyways, only time will tell, we will have to wait.

That depends on how much people will be willing to pay for such a degree of uncertainty. Consultants already say the portal will specifically ask for the credential parchment to be uploaded. IRCC already start to encourage people to review those standards and discourage any potentially ineligible applicants.

One thing is certain, under the tech briefing, once you submit the application, regardless of how incomplete your file could be, no money back and you will get a refusal on an incomplete application.

You also realize that some folks also finished during the fall semester, but schools like to confer all degrees for the year all at once in spring. Not to mention delays and limitations to processing because of COVID. It's not unlikely that IRCC might make considerations about this and just request an official transcript and program completion letter like for PGWP.

Do you have the tech briefing notes? Just wondering if there's anything else that was added.
